No decorrer das últimas décadas, tem-se vindo a assistir a um aumento estonteante
da frequência e intensidade dos desastres e catástrofes naturais. O continente africano,
apesar de ser o que menos contribui para este tipo de fenómenos, é o que tem sofrido mais
com os mesmos, sendo que tem vindo a registar temperaturas elevadíssimas, secas,
inundações, ciclones, entre outros desastres naturais, o que poe em causa milhões de vidas
humanas, e que é, de facto, bastante preocupante. Neste sentido, algo absolutamente
fundamental é precisamente a aceleração da construção e apoio à mitigação e adaptação
às alterações climáticas em África, no sentido de fortalecer a resiliência das comunidades
mais vulneráveis a este tipo de catástrofes naturais.
Para fazer face a este problema que assola, não só os países do Sul Global, como
todo o mundo, foram assinados e implementados um conjunto de Acordos Internacionais,
nomeadamente a Convenção-Quadro das Nações Unidas sobre as Mudanças Climáticas
(UNFCCC), o Protocolo de Kyoto, o Acordo de Copenhaga, o Acordo de Paris, e o
Quadro de Sendai para a Redução de Risco de Desastres 2015-2030, para citar os mais
relevantes.
A cooperação internacional joga um papel fundamental no que respeita a esta
temática. Neste sentido, este trabalho debruça-se sobre a temática subjacente à mitigação,
adaptação e resiliência das comunidades mais vulneráveis à degradação ambiental, bem
como algumas intervenções levadas a cabo pela ONGD Fundação Fé e Cooperação (FEC)
neste âmbito, em que, de alguma forma, o estagiário esteve envolvido.
Over the last decades, we have been witnessing a staggering increase in the frequency and intensity of natural disasters and catastrophes. The African Continent, despite being the one who contributed the least to this rise, is the one that has been sufering the most. Extremely high temperatures, droughts, floods, cyclones are some of the catastrophes that have been decimating the continent, endangering thousands of human lives. It is an urgent and troubling issue that requires immediate action. In this sense, something absolutely fundamental is precisely the expansion and acceleration of construction and support for the mitigation and adaptation to climate change in Africa, in order to strengthen the resilience of the communities most vulnerable to this type of phenomenon. In order to face this problem, not only the countries of the Global South, but the whole world, were signed and implemented a set of International Agreements, namely the United Nations Framework Convention on Climate Change (UNFCCC), the Protocol Kyoto, the Copenhagen Accord, the Paris Agreement, the Sendai Framework for Disaster Risk Reduction 2015-2030, to name the most relevant. International cooperation has a fundamental role in this area. In this sense, this work focuses on the underlying theme of mitigation, adaptation, and resilience of communities most vulnerable to environmental degradation, as well as some interventions carried out by the NGO Fundação Fé e Cooperação (FEC) in this context, in which, in some way, the intern was involved.
